THE REICHSTAG SAYS "NO." SOCIALIST LEADER HOWLED DOWN. Received August 22, 2.10 p.m. Amsterdam, August 20. A Berlin telegram says that Dr. Liebknecht, the Socialist leader in the Reichstag, asked' whether the Government were disposed to abandon annexation, and enter into immediate peace pourparlers if the other belligerents were similarly inclined, Von Jagow, replying said: "I think I have the consent of the majority of the House to decline to reply, as at present it would be unsuitable."
