THE WORM ABOUT TO TURN. SITUATION LOOKS OMINOUS. PREPARATIONS FOR DIPLOMATIC SEVERANCE. Received August 22, 2,10 p.m. London, August 20. The Daily Telegraph's New York correspondent says that in the event of diplomatic severance between America and Germany two immediate steps are contemplated—'first, the internment of tens of thousands of unnaturalised Teutons, including many reservists; second, the attachment of all German ships in American ports. Arrangements were recently made for concentrations, and a census was taken of aliens. It is certain that all German-Ameri-cans continuing to preach sedition will promptly ibe arrested, German newspapers will be subjected to rigorous c-en. sorship, and the strict supervision on interned vessels will from to-day be increased and will not be relaxed until the crisis is past. Count Bernstorff and other Embassy officials have refused to be interviewed, and are highly excited at the latest development. They fear that hourly they will be deprived of the wireless privilege with Germany, and this will involve stoppage of diplomatic mesages and news from Germany. The stoppage of news will deprive the n'litant German newspapers of their greatest asset of continuous German victories, reports of Ireland revolting and England clamoring for peace. There is no Cabinet mating until next week, when the offic'- 1 Arabic reports will be available. American anxiety is unaibated. Declaration of war must be sanctioned by Congress, and there is already a strong demand in some quarters that Congress should meet early to discuss the situation. All ammunition plants are working overtime.
THE ONLY COURSE. GIVE BERNSTORPF HIS PASSPORTS. Received August 22,, 4.10 p.m. New York, August 21. The Tribune says there is only one course for (President Wilson to follow with dignity and honor, and that is to immediately hand his passports to Count Bernstorff and recall Mr. Gerard. The paper says: "It is time to have done with a nation which has repudiated every scrap of international law, and has adopted a policy which is a challenge to humanity, and a negation to all that civilisation means." The New York World's exposure having- "scotched" the pro-German antimunition agitation, the pro-Germans have commenced a press agitation in favor of a State monopoly of munitions.
THE POSITION WITH TURKEY. AN EXPLANATION DEMANDED. Borne, August 20. Turkey declares she is willing to allow Italian citizens to leave, but insists on their paying enormous taxes and giving up ail their gold. The Italians refuse. Cabinet is considering the situation. The Cabinet lias decided to demand an explanation from Turkey.
