AMERICA. COUNT BERNSTORFF LOOKS FOR PEACE. BUT ON IMPOSSIBLE TERMS. BRITAIN SAYS "A WASTE OF TIME." Received April 10, 12.5 a.m. Washington, April 18. It is now disclosed officially that Lount BcrnstorfT was continually circuiting rumors that the British and l'rcnch Governments were ready to treat for peace, but both Britain I'ranee both privately assured the United States that pence was not contemplated unless Germany was completely beaten. Count Bernstorff ofTered generally the maintenance of the status quo ante bellum, the evacuation of Belgium the opening of the Dardanelles to Russia, Germany to purchase the Belgian Congo, and no indemnities. Britain promptly assured White House that it would he a waste of time even to consider the proposals.
