At the resuest of the Premiers, the police heads in the various States have reported on the effects of universal training. They are unanimous tha't the system has benefited the youths.

The New South Walea Inspector-Oen-er.il says their improvement is both mental and physical. The principle effects are increased self-respect, a decrease of cigarette smoking and larrikinism generally, a tendency towards a sense of responsibility, and a desire tr. become good citizens.
