MESSAGE TO THE GOVERNOR. Wellington, Yesterday. The Governor has received the" following from Mr Harcourt under date December 9. —The French Government report that the activity by the enemy has somewhat increased. \ A vigorous Greraan attack was repulsed south 1 of Ypres. The struggle in the Argonnes continues to be very vigorous. Vermelles was recently captured by the French. It has been the scene of a determined struggle for nearly two months. The Russian headquarters report a grave defeat of the German right wing, south of Cracow. Heavy guiis and five field batteries were silenced and several guns and many prisoners captured. The offensive is being pursued. The Servian headquarters announces a considerable success over the Austrians.

HIGH COMMISSIONER'S REPORT. The High Commissioner reports, under date London, December 9:— The French artillery in the Argonnes secured appreciable gains. Progress was made all along the Argonne front and the heights of the Meuse. To the south-east of Cracow a new battle has developed, as the result of the AustroGerman attmpt to outflank the Russian left wing. It is reportd, unofficially, that the Kaiser's condition is serious.
