THE AMERICAN REPUBLICS. CLOSING PORTS AGAINST BELLIGERENTS. Received 10, 8 p.m. Washington, December 10. The Pan-American Union has appointed a Commission, including Mr. Bryan, Secretary of Stato, and various South American Ambassadors, to study the effect of belligerents' operations in American and South American waters. The Union favors action to prevent belligerents taking refuge in harbors.
