PRESIDENT WILSON'S POLICY. POWERFUL NAVY WANTED. Washington, December fl. President Wilson says that a powerful navy is America's proper defence. He advocates the development of a national guard, and says it is the right American policy to provide a system whereby every citizen volunteer shall be familiarised with modern arms. He reiterates his plea for the passage of a bill enabling the Government to "buy interned ships. American trade routes must be opened by many ships with regular sailings and moderate freights before the flow of merchandise will be free and profitable.
