BRITISH INTERESTS THREATENED. Washington, December (i. 'Sir C. A. Spring-Rice, British /Ambassador, informed the State Department that information had reached him from 'Mexico City that Carranza is planning to destroy the British-owned railway between Vera Cruz and the capital, and to blow up certain tunnels. Carranza has also seized British cotton and other goods. The Ambassador stated that Great Britain is not objecting to Villa as President, but an indemnity would be demanded from him or any other president for Benton's death'. A NEW RISING. Washington, December 0. There are attempts to start a new revolutionary movement in Mexico. It is reported at El Paso that Salazar and Capa, two former Federal Generals, are heading a rising in Chihuahuan towns.
