lIIGII COMMISSIONER'S REPORT. THE RUSSIAN ORGANISATION. The following cable has been received by the Prime Minister from tho High Commissioner, dated London, October 25: Official: Professor Pariset, the historian, who is the authorised correspondent at Russian Headquarters, furnishes a report 011 lus observations in Austrian territory conquered by Russians. He utates that the Russians are extending the broad gauge railway into Galieift, and are also connecting the Austrian lines. Many Austrian wounded have expressed surprise at their treatment, and the satisfactory arrangements for dealing with all the wounded. The towns are quiet under the new rule. Only limited damage has been done by the artillery, and the general position is a credit to the Russians, and gives ample proof of their close kinship with the great majority of the conquered population.

The Russians are pursuing the enemy beyond the Vistula. Brilliant . bayonet charges in the forests of Eadorn resulted in machine guns beimr captured and prisoners taken. At Voeg, near Strjy the enemy were dispersed, and a thousand prisoners taken. Latest Paris reports indicate that there has been continuous violent fighting from the coast to tho south of Arras. All attacks were repulsed.
