Count Bernstorff, th 0 German Ambsi.ssador in America, has issued a statement that Germany has beaten hotli France and Britain so thoroughly that Germany is able to withdraw troops to participate against Russians on the Eastern frontier. i
Count Bernstorff asserts that the Louvain people cut the throats of German officers, hence the instruction of the city.
