Mr. Aaquith, in moving to restrict tl a time to be devoted to the Finance Bill, claimed that the Government was not niggardly in the matter of time allotted to measures. Mr. Balfour said the blame for the congestion of business lay with the Government. He called upon them to devise a less ruthless xernedy than th.i guillotine. Mr. Heal/ declared that the Budget having reached two hundred million*, the Government desired to throttle ti:e House of Commons. The division is not generally regarded as a snap. Twenty-two Liberals deliberately abstained from voting, and the O'Brienites voted with tii-j Opposition.
THE TREATMENT OF NATIVES DENIED. Received 8, 9 p.m. London, July 8. Mr. Harcourt, Secretary of State for the Colonics, in reply to Mr. Ginnell (Tn dependent Nationalist) said 'he had no reason to believe that any natives of Ocean Island had died of starvation or been imprisoned for theft, deprived of their lands or flogged for non-payment of taxes. The Bill [ was designed to reorganise the Council at Whitehall and make it a statutory obligation to appoint two Indian members. The cHief objection to the measure was grounded cn the contention that changing the Council from an advisory board to an administrative body would bestow an autocratic power on the Secretary of State.
THE FINANCE BILL. London, July 7. In the House of Commons, Mr. Asquith proposed a resolution allocating time for the Finance JiiH, Mr. Bonar Law dissenting. The amendment was defeated by 265! votes to 240. THE WEST BIRMINGHAM' SEAT. , London, July 7. Mr. Austin Chamberlain has resigned liis seat for "Worcestershire East and will contest West Birmingham.
