The Journal des Debats, in an apparently inspired article, states that
rJFrancc cannot abandon licr deserving in the Kew Hebrides. Austraopinion prevents the cession of the islands to France, so the only way ot securing a solution is to divide the -archipelago under two administrations, with absolute guarantees to each other's • .subjects.
