The International Committee despatched to the Baikans by the Carnegie Fund declared that although the Greek Bishops of Djiran, Kavalla and Serres were erroneously reported to have been massacred, hundreds of villagers were wantonly destroyed, and many civilian and military prisoners 'ere. butchered, while all the belligerents in the second war were guilty of atrocities.
