POLLING-BOOTH FOR TERRITORIALS. AN INTERESTING LEGAL POINT. By Telegraph—Press Association. Timaru, Last Night. The returning officer has appointed a polling place for the borough elections at Kowhai camp for the benefit of Territorials away from here on Wednesday. The borough solicitor has advised h™ that while the English statute requires the polling places to be within the district, the New Zealand Act does not say so, and clause B of section 7 provides that no election shall be questioned by reason that a polling place was appointed outside the district, if such polling place has been actually appointed. They agree with "Jolifl'e on Local Government" that seetion 7 contemplated and permits the appointment of a polling place outside the district. If anyone cares to question the validity of the votes so taken, it can be decided afterwards. The booth at the camp is of importance, as the Mayoral election is unusually hard fought.,
