Sir John M'C'all, Agent-General f ">r Tasmania, in a letter deploring the general apathy respecting the Empire, suggests, in addition to the Imperial Premiers' Conference, that Mr. Asquith should, for the same year, convene a convention consisting of leaders of all the Governments and Oppositions and other important political parties within t>ic Empire, and arrange a united Empire Defence Convention, to sit in private and submit its conclusions to the people in different parts of the Empire, it being understood that any portion standing out > should not he entitled to demand the protection which otherwise would be its right.
