Senator Handsel!, of Louisiana, proposed an amendment to the Federal constitution whereby divoree should be absolutely prohibited throughout the United States and her possessions. Senator Ransdcll pointed out that nine thousand divorces were granted in 1867, tr 27 per 100,000 of population. Seventy thousand were granted in 1900, or 60 per 100,000, allowing for the increase in tin- population. Divorce had increased in forty years by 310 per eent.
