LAND LEGISLATION.

AFFECTING PASTORAL RUNS. Per Press Association, Wellington, Wednesday. Mr. Massey stated yesterday that he hoped to constitute the proposed Board of Agriculture next month. It would probably be modelled on the Irish Board which had done excellent work. Mr. Mas9ey, interviewed on land legislation, said he hoped to pass a very important instalment of his land policy during the coming session. It will include a measure dealing with pastoral licenses under which a large area of Crown land is at present held. The object is to give tenants a more secure form of tenure and to encourage them to make improvements. Owing to the lack of such inducements at present the carrying capacity of these lands had decreased during the last few years. He hoped to secure the observance of the proper season for burning off, also for keeping rabbits in cheek and the grassing of the land.
