Received 20, 10.15 p.m. London, May 23. The Northumberland Miners' Council by 42 votes to 10, defeated a syndicalist motion urging the organisation of all grades of labor, with a view to a simultaneous strike, but' resolved to prosecute the demand for shorter hours and an increase of surface-workers' wages.
