Graham declared that the present Borden policy was the result of the double-bar-reled conspiracy to injure the Asquith Government. He quoted Mr. Norton Griffiths, a member of the House of Commons, to show that Canada had decided to offer three Dreadnoughts in order to make it plain that Mr. Asquith was not doing his duty by the British navy. A feature of the closing debate was Mr. William German's attack on the Federation of the Empire, which he declared the Canadians did not favor.
