The Marconi Committee invited Mr. Samuel's opinion of the draft interim , report, recommending the immediate purchase of sites for wireless stations j for an Imperial chain, and suggesting , that the Government Department exe- J cute the work, also recommending the ' immediate appointment of a highly qualified technical committee to advise as to the merits of the various systems, and any changes that would be necessary in the future. Mr. Samuel replied that he would gladly act on the first recommendation. An agreement was contemplated in which the contracting companies would bear the whole risk. No payment would be made unless the stations were in full working order. The technical committee proposed ought to report within a limited time, to prevent delays. Mr. Samuel added that he had consulted with the High Commissioners and was co-operat-ing with the Admiralty to select an Egyptian site within two months, and thence they would go to East Africa. Enquiries would also be necessary in India and Singapore. He suggested, however, that the scheme should not be deferred till the more distant sites were selected.
