Mr. Frederic Harrison, in an address to the I'ositivist Society, said the greatest illusion of the time was the prospect of Imperial defence by an all-Eng-land joint stock company of unlimited liability, with an Imperial budget wherein colonials fixed the cost of the British workman's food. National defence was tnc most, urgent duty, but compulsory service would cause civil war.
