In the House pf Commons, Colonel , Seely, Secretary for War, replying to Sir Gilbert Parker, enumerated the Imperial officers serving overseas, and said the Government was doing its utmost to extend the interchange of officers. THE NEXT ELECTION. Received January 3, 10.50 p.m. London, January 3. With reference to Mr. Bonar Law's acceptance of the challenge of Ministerialists with regard to the statements that - he waa merely debating points, a member of the Government -who conceals his identity predicts that the next election will be based on the franchise and not on Home Rule. Hie Labor view is that neither the Unionists nor the Radicals want an election. The former are concerned with internal differences, and the latter dread the effect of the Insurance Act.
THE FRANCHISE BILL. London, January 3. The Franchise Bill Committee stage will begin in the last week in January. . THE HOME RULE BILL. London. January 3. The Home Rule discussion is lifeless. clauses were reviewed and guillotined. Seven Government amendments were inserted without explanation.
