FRENCH SOCIALIST CAMPAIGN. Received 4, 12.5 a.m. Paris, December 3. The Chamber referred to a committee the proposal to deprive army deserters of electoral rights. M. Mi'llerand denounced the Socialist and anti-militarist campaign, which was inciting the troops to insubordination and was an abominable crime against the Fatherland. THE TRIPLE ALLIANCE . Berlin, December 3. The Frankfurter Zeitnng reports that the Triple Alliance has renewed the Buenos Aires-Fcls treaty.
