At the Marconi enquiry, Captain Charlton, the Admiralty wireless expert, gave evidence that the Marconi agreement of 1903 prevented the Admiralty communicating wireless secrets to the colonies. Since the Australian navy was not fitted with the Admiralty system, this was very awkward. Negotiations were proceeding to rescind the clause. The Povtlsen system had been tested, and was foud undesirable for ships.
