All the reports about massacres by Chinese troops in Eastern Mongolia are officially denied. A manifesto has been issued restoring the Dalai Lama to his former rank and titles. The Government proposes to despatch agents to persuade the Tibetans to resume their allegiance to China.
THE TEN MILLION LOAN. Pekin, October 29. The Powers have protested against the alienation of a portion of the salt revenue for the guarantee of the Crisp loan, while the Boxer indemnity has not been paid up to date.
