Clause 7 of the Home Rule Bill was adopted iu the House of Commons after the rejection of an amendment intending to compel the Lord Lieutenant to apply to His Majesty for instructions regarding every Bill passed in the Irish Parliament LORD ROBERTS'S SPEECH. London, October 29. In the House of Commons, Mr. Whitehouse (Liberal) asked whether Germany had made representations concerning Lord Roberts's speech. Sir E. Grey replied in the negative. He added that he would very much deprecate any suggestion that either Government should make official representations to the other about unwise or provocative speeches, made either in Germany or Britain by persons not in a position to control the policy of the respective Governments.
