Yuan-Shih-Kai, Sun-Yat-Sen, HuangSing and Li-Yuan-Heng have drafted a programme of internal reforms, representing an agreement between all the parties. It includes a centralised military system, unified government, introduction of foreign capital to develop industrialism, and local self-government.
