ANOTHER REVOLT. By Cable—Press Association —Copyright. Calcutta, September 8. It is reported that the Chinese troops in South-West Yunan have revolted and the Governor has disappeared. FOREIGN CAPITAL REQUIRED. Pekin, September 8. The primary elections of representatives have been fixed for December 10 and the finals for January 10. Dr. Sun Yat Sen. addressing members of all political parties, urged the necessity of enlisting foreign capital for mining and commerce.
