Canadian PostmasterGeneral, interviewed at Liverpool, said that Mr. Samuel British Postmaster-Gen-eral, by virtue of his powers under the landing license, pressed the companies to reduce the cable rates between Canada and Britain by consent, instead of by Ministerial decree. Canada was not bound to accept as the last word in the impending reduction the Western Union's deferred rates. He added: -Our liberty of action remains impaired, because our si-ter overseas Dominions, with whom we desire to act in union, must consult about the future course of events.''
