Senator Simms has secured the support of the Interstate Commerce Conimitte of the Senate, and next session he will press a Bill rescinding the Panama provision exempting coastwise vessels from tolls. An increasing public opinion is favoring Britain's attitude. Mr. Taft's efforts to make out a case convinced some of his own supporters that a blunder had been made. Britain is not acting further until the December session of Congress. FOREIGN OPINION. Received 2, 10.30 p.m. Vienna, September 2. The Austrian press condemns America's attitude over the Panama Canal, which, it says, jeopardises the development of international arbitration, especially if friendly countries like England and America will not accept the services df the Hague tribunal. Der Zeit thinks that European retaliation will result unpleasantly for America. .
