THE GERMAN PERIL. Ottawa, August 2D. Sir 'Wilfrid Laurier's speech at Ottawa at a luncheon to British financiers is attracting attention. Ho declared that the German peril did not exist, and that he did not believe England was in any danger. He deprecated the mad race for armaments, and thanked God the American Continent was ex-1 empt.
