APPOINTMENT BY BALLOT. By Telegraph—Own Correspondent. Wellington, Last Night. The Hon. P. M. B. Fisher (Minister of Customs and Marine) has given instructions that so far as the departments under his control are concerned all suitable applications for vacancies, where no very special qualifications are required, shall be ballotted for. Notification will be sent to the applicants advising them that thie ballot is to take place, and any applicant who desires to be present at a ballot will be permitted to do so.
