ON THE VERGE OF BANKRUPTCY. BRITAIN'S POLICY OF DRIFT. By Cable—Press Association—Copyright. Received 18, 5.5 p.m. London. August 17. The Times" Teheran correspondent says that Persia has drifted into a state of anarchy. The most disquieting feature is Britain's lack of definite policy. The Russian troops alone maintain order in the north, which has become a Russian dependency. The Treasury is empty, and bankruptcy has only been .staved olf by small British and Russian doles. Past experience has led Russia to oppose summoning a third Mejliss, which is alone capable of raising the essential loan. Britain's policy of drift is inevitably leading to the occupation of Southern Persia.
