"HANDS TO THE PLOUGH." NO TURNING BACK. By Telegraph —Parliamentary Reporter. Wellington, Last Night. 'T don't suppose we shall be able to give .legislative effect to all our proposals this session," said the Prime Minister (the Hon. W. F. Massey) in the Town Hall this evening, when referring to the Budget which is to be delivered to-morrow; '"but we (have" put our hands to the plough, and there will be no turning back. We shall ask Parliament to give effect to every principle we have contended for for years gone by." He added that the Government proposed to provide for financial reform, for the reform of the Legislative Council (applause), for reform of the public service (renewed applause), and for such land reform as would satisfy the people who were fighting the battles of the country in the baekblocks. (More applause.) The Government also proposed to provide much needed reform of the country's legislative, methods. "While we are anxious to see," he continued, "that the people of this country will get I fair and good value for their money, and i there will be economies, the Government j will not be parsimonious, and no man in the service of the State will be worse off I than he is to-day, and many will be betj ter off." (Applause.)
