ENGLISH SYNDICATE'S OFFER. By Telegraph—Press Association. Wellington, Last Night, Mr. J. H. Witheford has put before Mr. Massey a scheme of the Etheldburga syndicate, of London, to work the Parapara iron. The syndicate proposes to erect works and plant costing £650,000, and asks for a direct annual subsidy of £32,500. It offers to sell to the State iron and steel at cost price plus 5 per cent, undertakes to use "State coal and coke if suitable, and will hand over to the State the whole plant and machinery, free of any charges, after 40 years, or under certain conditions after 20 years.
