Lord Roberts, speaking at the Mansion House, said that the Armv was as unprepared for war'as in 1899. The experience of the Boer War was noneflicient. Germany was well aware of the feebjeness underlying our proud boasting of naval and military strength. He had no hostility to Germany, but all must see the danger of a collision within the limit of time indicated by the convergence of the lines of destiny, which might be accelerated at any moment by a misunderstanding.
