THE GOVERNOR'S SPEECH. THE FREMANTLE DOCK. By Cable—Press AssociationT-Copyright. Received 28, 9.25 p.m. Perth, June 28. Parliament opened to-day. The Governor's Speech foreshadowed liberal assistance to mining development, the purchase of steamers for the northern cattle trade, and the erection of State abattoirs, extensive railway construction, the extension of Fremantle, Albany, Bunbury and Geraldton harbors, and the amendment of the liquor law, providing for complete local option. The Minister of Works, in a statement, said that the official report on the Fremantle graving dock showed the position to be so serious that the Government had decided to abandon the present site and submit a new scheme providing for ample dock accommodation.
