The House of Commons carried Lord Lansdowne's motion condemning the departure from usage whereby great departments are represented in the House of Lords either by the Secretary of State or an under-secretary. In the House of Commons, Mr. L. V. Harcourt, in introducing the Colonial Estimates, announced that the Government was enquiring into the best-fitted countries to absorb Maltese who "were desirous of emigrating.
