Hareourt denied that one of the overseas Dominions had protested against the exclusion of the United Kingdom from the terms of reference of the Empire Trade Commission. The terms were agreed to hv all the Dominions. Mr. Hareourt foreshadowed the appointment of two additional Government agents in connection with the New Hebrides Convention, to supervise recruiting and report any infringements.
