PROPOSED CONCENTRATION. By Cable—Press Association—Copyright. Received 16, 5.5 p.m. Paris, June 16. M. Delcasse has issued an order for the concentration of the destroyers scattered in the Channel and on the Atlantic coast under one command, in order to assure the protection of the French coast. It is presumed that the order is based on the. assumption that in the event of war of an offensive character these waters would be taken by England, while the main French battle fleet would be concentrated in the Mediterranean.
