MR. BRYCE'S VIEWS. By Telegraph—Press Association. Wellington, Last Night. Mr. Bryce, the British Ambassador, was given a civic reception to-day, the speakers including Mr. McLaren, the Mayor, and Sir Joseph Ward. Mr. Bryce, in the course of a reply, said that from such impressions as he had gained he might be pardoned for saying with what immense satisfaction he had noticed in New Zealand the existence of an upright and honest administration by local authorities. He was convinced that the foundation of all good government was the efficient administration of local affairs. He emphasised the importance of municipalities doing everything possible for the beauty and' adornment of their cities. He congratulated New Zealand on the fact that population from outside sources was coming in mainly from the British Isles, and did not come in with sudden rushes.
