Morris on reports from Pekin that two edicts are agreed upon, one giving Yuan-Shih-Kai full powers to establish a Republican Government. A conference from seventeen provinces, assembled at Nanking, will then elect him to the Presidency, Sun-Yat-Sen retiring after Yuan-Shih-Kai's acceptance.. The Throne issues a second edict, abdicating, but retaining the title of "ManchuEmperor." Sun-Yat-Sen afterwards comes to Pekin to confer as to the formation of a Government. Yuan-Shih-Kai proposes that the Court be granted five million taels annually. LAWLESS REVOLUTIONARIES. ' Pekin, January 18. Investigations into the bomb outrage at Pekin show that wires were stretched across the street, forcing the cortege to Btop. The outriders dismounted to cut the obstructions with swords. Yuan-Shih-Kai's escape was due to the fact that the first bomb from the verandah did - not explode. Of the wounded officers and soldiers, nine have died and six soldieitf-aire in a critical state. Forty arrests have been made. The Sowerby relief mission has arrived at Pekin from Shensi. Shansi and Honan report anarchy and outlawry. The Revolutionaries and Imperialists are equally lawless. Many women have been brutally murdered, and the towns and villages are deserted, while the inhabitants are hiding in caves in the mountains. The mob at Sianfu surrounded the Beckman School and fired it and butchered the fleeing children with axes, spades and spears. The city gates were closed for four days while the mob murdered ten thousand. The executioner strangled three of the assailants of Yuan-Shih-Kai. MANCHU PREKCES ACCEPT TERMS. ' Shanghai, January 18. Negotiations for a peaceful settlement are being concluded. The Manchu princes are prepared to accept the Republican terms.
