The Assembly declined to accept the Council's amendments to the Arbitration Bill, and as the Council stood firm the Bill was thrown out. The Attorney General declared that the' Council, having declined to accept a tribunal to ensure peace, the responsibility for any industrial upheaval that might arise rested up6n it.
