MOROCCAN AFFAIRS.
THE NEW AGREEMENT. By Cable—Press Association—Copyright. Berlin, November 12. The notes of M. Cambon, French Ambassador in Berlin, and Hcrr von Kider-len-Wacchter, German Minister for Foreign Affairs, elaborating the_ agreement, have been published. , They show that France welcomes Franco-German syndicates executing public works in Morocco. Disputes not settled diplomatically will be referred to a tribunal on the Hague model. France will urge the Moroccan Government to open Agadir to foreign trade. THE CROWN PRINCE'S ACTION. DENOUNCED BY SOCIALISTS. Berlin, November 12. The Moroccan debate has concluded in the Reichstag, and the agreement has been referred to the Budget Committee. Herr Frank (Socialist) declared that the Crown Prince's action emphasised the necessity for the complete democratisation of the Empire before the Crown Prince came to the throne. Herr Rebel (the Socialist leader) said there was no proof that England approached Germany in a hostile spirit. The Socialists always pleaded for cooperation with England. The North German Gazette semiofficially announces that it became Herr von Bethmann Hollweg's duty to deliver a second speech in order to prevent chauvinistic utterances injuriously affecting foreign relations. The Times' Berlin correspondent states tliat as the result of the Crown Prince incident Herr von Bethmann Holhveg directly raised the question of his resignation, but receive the reassurance of the Kaiser's confidence. JOURNALISTS' SCHEME OF ANNEXATION. Received IS. 10.30 p.m. Berlin. November 1.1 Herr von Kiderlin Wacliter, in the Reichstag, denied that the Foreign Office informed the press that Germany intended to acquire territory in Morocco, but admitted that fiftv journalists met and decided upon the annexation 0 f Morocco. The Government, however, advised caution, and did not think the .journalists were able to carry out the scheme alone. CROWN PRIN'CE APOLOGISES. Received 14. 1.10 a.m. London, November 13. The Daily Express' Berlin correspondent reports that the Kaiser compelled the Crown Prince to apologise to ITcrr von Bethman Hollweg.
