Received 13, 10.30 p.m. Pekin, November 12. Yuan-Shih-Kai, Imperial Commander, has started for Pekin. The revolutionaries evacuated their camp soutb of Nankin. The Imperialists hold the city. The foreigners are safe. AN INEFFECTIVE BOMBARDMENT.
MISSIONARIES ROBBED. A REIGN OF TERROR. Received 13, 11.10 p.m. Pekin, November IS. The reformers seized all the strategic points in the Yangtse Valley. The Imperialists continue an ineffective bombardment, at Wuchang. Yuan-Shih-Kai, writing to Li-Yuan-Hung, expressed his dissatisfaction at the Pekin Government, and urged Li-Yuan-Hung to accept the constitutional limited monarchy. He pleaded that an opportunity should be given to the Emperor to prove his sincerity. The position at Szechuan is increasingly serious. Some missionaries were robbed. The whole Shansi is now peacefully revolutionary. One hundred thousand refugees are gathered at Tientsin, constituting a menace. Food prices are rising daily.
General Chang has instituted a reign of terror at Nanking, and the Viceroy and Tartar general are virtually prisoners. General Chang declares that he is not resisting the revolutionaries, but ia suppressing the mutiny. .
