FRENCH POWDER SCANDAL

A reporter stated that his investigations showed the defects in the powder to be solely due to faulty manufacture. One lot was compose] „f ponder made in various years. The date of manufacture given was when the last lot left the mills. M. Delcasse announced that all defective powder would be destroyed.
