The Times' military expert, after witnessing the German and French manoeuvres, forms the conclusion that the Germany Army is much overrated, and that German authorities are much mistaken as to its invincibility. Apart from its numbers and confidence in itself and its high organisation, there is not at present any signs of superiority over the best foreign models.
