Major-General Kirkpatrick, InspectorGeneral of the Commonwealth Military Forces, in his first annual report, declares that Australia,!has splendid material for an army, but the training in all branches of the service is faulty and inefficient, as the officers have not performed their duties satisfactorily. The relation of the peace to the war establishment is too low, and should be augmented. General Kirkpatrick recommends the obtaining of a trained general staff to assist the citizen officers.
