EXTRAVAGANT SOUTH AFRICA. By Cable—Press Association—Otpyright Received 27, 9.10 p.m. Capetown, June 27. The Minister of Finance has. issued a circular pointing out prospects such as necessitate the utmost care. Estimates of expenditure approved by Parliament were admittedly inflated and framed, on a basis altogether too extravagant for the Union's resources. The Minister accordingly enjoins that expenditure should not be incurred unless it is unavoidable.
