Berlin, June 27.

The Congress of German trade unions at Dresden was attended by 400 delegates, representing 2.270,000 members. Herr Legreu, the president, stated tnat 4110 strikes and lockouts occurred in 1910, involving 3-18,000 workmen, and causing a strike expenditure of £923,000. German employers are altering their tactics, which before were defensive but now are aggressive, their main aim being to arrange wage contracts sg as to expire simultaneously in a number of different trades.
